Tony Blair, David Miliband, and Javier Solana must be going through some anxiety-laden times right now. My suspicions are that Javier Solana does not really intend to retire, but time and events will tell. I have suspected that if he does retire that English Foreign Minister, 44 year old David Miliband will be his likely successor. I have also suspected that David Miliband lacks Javier Solana's experience to handle the military as well as the foreign policy aspects of the complex, powerful position that Javier Solana himself shaped. Now it appears that the English people themselves are in large part opposed to either Tony Blair or David Miliband ascending to powerful positions in the European Union. "They will call 'evil' good and good 'evil.'" It's disturbing enough when it happens elsewhere in our society, e.g. the State of Massachusetts, Vermont legalizing same sex marriage. Also, our USA President who campaigned saying he believed marriage should be between opposite sexes was recently quoted as saying same sex marriage deserved the same legitimacy and respect as opposite sex unions.

It's now appearing that "Food for Oil" wasn't the only scam global trotting New Age activist Maurice Strong was involved in. According to this story which Susanna forwarded me by Judy McLeod of the Canada Free Press and forensic researcher/writer David Hawkins, the carbon credits scheme was an even bigger one. Since the story is no longer on the front page of the Canada Free Press, I thought I would take the liberty of republishing it here. Since the Canada Free Press made one of my back News with Views articles on the same Mr. Strong a Sunday front page headline, I thought turn-about might be fair play.

The bottom has long since fallen out of the key group that master-minded the Kyoto Protocol credit scheme, but nobody seemed to have joined the dots.

The land was donated to the Council by the Costa Rican government with the agreement that, if the Council moved, it would have to return the land.

Incredibly, while Strong was organizing the Earth Summit in Rio de Janeiro in June of 1992, in the same month of the same year, Costa Rica’s Ministry of Natural Resources were filing charges against Strong and his partner in Desarollos Ecologicos S.A., Julio Garcia for building the $35 million Villas del Caribe condo hotel on land located in the Kekoldi Indian Reservation and Gandoca-ManzanilloWildlife Refuge–without official permits. Strong’s son ran the luxury hotel.
But it is the carbon credits, devised for the Kyoto Accord that could be described as the biggest scam of all time that leads to the Canada Free Press lead, "We’ve been had".

Like carnival hucksters, the Earth Council and friends were selling carbon credits that were the equivalent of thin air.

"The carbon certificates created by the Costa Rican government and
companies provide a new way to finance these investments," President Clinton said. U.S.
President Figueros saw the carbon certificate scheme as the creation of "the first tradable commodity of global benefit".
The CTO TM program was introduced to the market through a strategic alliance between
’s government, the U.S-based Centre Financial Products Limited and the Earth Council. Costa Rica
"To initiate the market today, Centre Financial made the first U.S. purchase of CTOs TM in the amount of 1,000 metre tons of carbon (equaling the average carbon emissions of 900 U.S. cars," stated the Earth Council media release.
The CTO TM creators said their credibility would be ensured by "an independent certificate process being developed with technical assistance from the World Bank."
The Costa Rican office for Joint Implementation (OCIC) was working with Societe Generale de Surveillance (SGS), a world leader in inspection, testing and verification, to "certify" the offsets.
Add to this mix, the entry of a Geneva-based entity called the International Emissions Trading Association (IETA), brought to the table by Strong and sponsored by the Earth Council.
The Association is touted as having become one of the first "truly independent international verifiers of company emission reports and carbon credits" and can actually issue certificates that can facilitate trading.
Already recruited by IETA are some 35 major companies, including BP, Shell, General Motors and Canada’s very own BC Hydro, previously called BC Electric before the utility’s alleged 1961 expropriation from its then-owner, Power Corporation of Montreal, and just one year before Maurice Strong entered stage left.
From 1962 to 1966, Strong served as the President of Power Corp., assisted by his young protégé, a lawyer named Paul Martin.
In the controversial
credit scheme, companies are given certificates to emit fixed amounts of specific chemical compounds when it’s never been proven that man-made global warming is a real phenomenon. Kyoto

There is a "European Neighbourhood Process" currently in place. It was a reconfirmation of the Barcelona Process which now is known as "Barcelona Process: Union for the Mediterranean." Javier Solana is delivering an important speech today -- to the Institute for Security Studies of the European Union. He is its boss as well as much of the rest of the European Union machinery. He interestingly claims that the European Union is now taking "executive action" towards the rest of the world.
"Dear friends,We have a pressing policy agenda for the next few months. Climate change sits right at the top, . It is vital that we get an ambitious deal in Copenhagen that really sets the world on a low-carbon trajectory. I am concerned that the politics of climate change is falling behind what the scientists are telling us needs to happen. If left unchecked, climate change will create real havoc. And as Nicholas Stern has demonstrated: the costs of inaction vastly outweigh the costs of taking action. So we can take our responsibilities now or pay a much higher price later. And let us be clear: if we pay later, we will not just pay in financial terms, also in political terms. As European Union we have made a credible commitment on both emission targets and financing. We expect the US, China, India and many others to act in the same spirit. This is a test for the global system and a test for European Union that has invested so much leadership in this issue."

UPDATE: Tony Blair's star reportedly "fading" on EU scene.
Shimon Peres has been hosting a party in Israel this week: "Facing Tomorrow." I can safely say that if Israel has a New Ager in high places, it is Shimon Peres. Shimon Peres and Javier Solana have much in common. In fact, they were the two who executed the Treaty of Association between the European Union and Israel. That transpired on November 20, 1995. Only two days later, November 22, 1995, Israel would suffer along with other nearby parts of the Middle East, the strongest earthquake in its history. That was a 7.2 mw one epicentered at Eilat in the Gulf of Aqaba region. That was also the only earthquake I have heard of to be historically revised downwards for a time -- from 7.2 mw to one only 6.2 mw. Interestingly, the earthquake research center, Avram Hostetter. His agency had evidently put out the minimized 6.2 mw revised statistics on the quake which even the US Geological Center had reported as 7.2 mw. doing the revisionist history was established as part of the Israeli Peace Process -- "to study Jordan Valley rift phenomena." It was named the Geophysical Institute of Israel. I had interesting email correspondence with the director of that center, the one putting out the 6.2 revised data story. His name is "Avram Hostetter." He finally reluctantly admitted to me that the earthquake had been measured by the various observers from 7.1 mw to 7.3 mw with 10,000 aftershocks. He had personally, he admitted, measured it at 7.2 mw. He then added "but the public perception is 6.2 mw and that is where the public p erception shall remain."

Obama and Vice President Joe Biden will sit down with Swedish Prime Minister Fredrik Reinfeldt, European Commission President Jose Manuel Barroso, and High Representative/Secretary General Javier Solana on Nov. 3. The White House said the session will address a range of issues, including climate change, the global economy, Afghanistan, Pakistan and Iran.
Reinfeldt currently holds the rotating E.U. presidency.
The following day, Secretary of State Hillary Clinton will host meetings at the State Department.
"The European Union and the United States enjoy strong relations and partner together around the world to promote peace, prosperity, and democratic freedoms, " the White House said in a statement.

The Irish voting population has now, under great pressures, voted to accept the Lisbon Treaty. If the remaining holdouts: Poland and Czechoslovakia give in, which they are expected to do, the Treaty will go into effect on January 1, 2010.
"I am pleased the Lisbon Treaty has been approved by the Irish people. This will allow for a more united and efficient Europe that will be better able to defend the rights and interests of all the citizens and states of the European Union and play a greater role in the world. Today is an important day for Europe."
HOW IS IT RELATED TO THE PLAN FOR A CONSTITUTION?
A written Constitution Treaty for the EU was drafted and agreed by Europe's leaders in June 2004. Tony Blair, the prime minister of the day, promised Britons a referendum on the text, to be the first popular British vote on Europe since 1975. But the original text was dropped after voters in France and the Netherlands rejected it in two referendums. The British vote was cancelled.
Two years later most of the Constitution's provisions were resurrected in the Lisbon Treaty, a document critics say is as much of a threat to national sovereignty as the old text would have been. In one of his first major decisions as prime minister, Gordon Brown broke Mr Blair's promise to hold a referendum on the new treaty.
WHEN DOES IT COME INTO EFFECT?
The treaty is intended to come into effect from the beginning of next year, but cannot do so unless all 27 member states have separately ratified it - making it binding by introducing its provisions into national law.
Even after the Irish "Yes" vote, two countries have yet to complete the formalities. Parliaments in both Poland and the Czech Republic have already approved the necessary legislation, but neither country's president has yet signed it.
In Poland, President Lech Kaczynski, an Tory-style Eurosceptic whose party is no longer in command of the parliament, is has been delaying his signing in the hope that Ireland would reject the treaty. He objects to the treaty because Poland will face a reduction in its votes on councils of ministers, while Germany gains.
Even so, he is widely expected now to sign within days.
Vaclav Klaus, the Czech president, who fears that the treaty tips the balance of sovereignty towards a European superstate, is more likely to continue to hold things up.
Defying both chambers of the Czech parliament, Mr Klaus has been accused of gambling with his country's economic future to make a minority political point.
Right-wing Czech senators, with links to the Tories, have lodged objections to the treaty with their country's constitutional court. The court may take between two and eight months to rule on them - giving Mr Klaus, egged on by his British and Czech supporters, the excuse to string things out.
Even so, Czech ministers have briefed EU officials that Mr Klaus will cave in and sign before the end of this year, enabling the treaty to enter into legal force in January.
